In case you're curious, the message "Could not find resource assembly" is misleading.  It is not the real error message--it actually means that the error message could not be found.  It turns out that Microsoft decided to save storage space by removing the file that contains the error messages from the device.

I've downloaded themes from David78 and transfer them into my MPx200 (WM 2003).
I opened Options -> Display menu and there appeared an error:

I recognized, that downloaded file are incorrect (size 0B).
My second attempt was successful and it is OK now.

I think you can do some check before loading file to avoid this error...
